Position Summary

Reporting to the Chief Commercial Officer (CCO), the Director, Commercial Policy is a key contributor to Elevate’s Commercial organization. This unique policy-commercial hybrid role is project-focused and execution-oriented. Sitting at the intersection of government affairs and commercial outcomes, the Director will, in close alignment with commercial leadership, execute policy and regulatory strategies that enable the successful deployment of Elevate’s utility-scale battery storage and solar projects.

Focused on the ISO-NE, NYISO, and PJM regions, the Director will advance policy efforts aligned with Elevate’s commercial goals and support the origination process to translate those efforts into executable opportunities. Key responsibilities include executing policy and commercial-related project priorities; initiating, tracking, and reporting on policy and origination opportunities; and engaging with trade associations, government officials, commercial counterparties, and other key stakeholders.

Success in this role is measured by the ability to convert policy and regulatory outcomes into advanced projects, competitive bids, and executable commercial opportunities.

Key Responsibilities

Policy & Regulatory Execution

  • Execute Elevate’s policy and regulatory strategy, in alignment with commercial leadership, to enable project advancement, market entry, and revenue certainty across priority states and ISO/RTO markets.
  • Advance policy initiatives impacting utility-scale battery storage and solar deployment, including market participation, procurement programs, interconnection, permitting, and transmission access.
  • Advise internal stakeholders on policy, regulatory, and origination opportunities, risks, and investment implications.

Government & Stakeholder Leadership

  • Serve as key Elevate representative with state and federal policymakers, public utility commissions, utilities, and grid operators.
  • Build and maintain long-term relationships with key decision-makers and industry influencers.
  • Represent Elevate in public hearings, regulatory proceedings, and industry forums.

Policy Advocacy & Market Structuring

  • Proactively shape legislative, regulatory and market frameworks that advance Elevate’s commercial goals.
  • Manage and coordinate external advisors, consultants, lobbyists and industry associations to advance Elevate’s interests.
  • Prepare and submit comment letters, testimony, and regulatory filings.

Origination & Commercial Engagement

  • Partner with Origination and Commercial teams to translate policy and regulatory developments into executable project and revenue opportunities.
  • Enable project advancement and commercial execution by identifying and mitigating policy risks that impact procurement outcomes, timelines, and revenue certainty.
  • Partner with commercial teams to advance policy-driven project opportunities and market entry strategies.

Collaboration & Insight

  • Partner with Development and Finance teams to embed policy and origination considerations into project development, market entry, site selection, and portfolio strategy.
  • Inform pipeline strategy and capital allocation through policy and regulatory insight.
  • Mentor and develop junior policy or commercial resources as the function scales.

Required Experience

  • 8+ years of experience in energy policy, government affairs, or regulatory leadership within the US power sector.
  • Experience partnering closely with commercial, development, or investment teams to advance projects or transactions.
  • Deep understanding of U.S. wholesale power markets, energy storage, and grid infrastructure, including ISO/RTO market design and state regulatory frameworks.
  • Demonstrated success influencing policy or regulatory outcomes that enable project development, market entry, or commercial execution.
  • Strong executive presence and proven credibility among senior policymakers, regulators, and industry leaders.
  • Sound strategic judgment with the ability to communicate complex policy and regulatory issues clearly to senior commercial and investment stakeholders.

Preferred Experience

  • Experience at an Independent Power Producer, major energy developer, utility, regulator, or closely related organization.
  • Leadership of multi-state, multi-ISO or regional policy portfolios.
  • Experience supporting growth, investment, or market expansion in a private equity-backed or similar fast-paced environment.

The ideal candidate has Independent Power Producer experience and is commercial-minded, competitively driven, analytically strong, and detail-oriented. They are comfortable operating across multiple markets and workstreams within a lean team and possess the ability to translate complex legislative, regulatory, and procurement frameworks into clear, actionable business opportunities and insights.

Compensation

The base compensation range for this role is $140,000 to $210,000 per year, which represents the Company’s good-faith estimate of the salary range for this position at the time of posting. Actual compensation will be determined based on the skills, experience, and qualifications of the candidate selected.

Employees in this role are also eligible to participate in the Company’s annual discretionary bonus program, subject to the terms of the applicable plan.
